About the role
Duties & Responsibilities
Own end-to-end procurement strategy: sourcing, negotiation, contracting, and supplier performance management, partnering with Network Operations, Delivery, IT, and Finance & Admin to forecast procurement needs and align sourcing with business growth
Build and manage relationships with infrastructure, telecom, and technology vendors
Lead negotiations on pricing, terms, and SLAs to secure the best value without compromising quality or delivery timelines
Develop and maintain a vendor management framework, including performance scorecards, review cadences, and escalation paths
Evaluate and onboard new suppliers based on technical fit and commercial terms
Drive procurement automation and digitization by implementing and optimizing e-procurement platforms and purchase order/approval workflows
Manage procurement budgets and drive cost optimization across categories
Identify and mitigate supply chain risks, including equipment shortages, vendor concentration, and lead-time volatility
Coach, mentor, and grow the procurement team, establishing clear processes, role definitions, and career paths, and hiring to scale the function alongside business growth
Track infrastructure and telecom market trends, new vendors, and emerging technologies relevant to network buildout
Qualifications
Head of Procurement experience, or Senior Procurement Manager experience ready to step into a leadership role
Experience in infrastructure and/or telecom procurement or supply chain
Experience building vendor scorecards, formal SLAs, and regular supplier review cycles
Demonstrated experience negotiating vendor pricing, terms, and SLAs, and managing supplier performance
Working knowledge of procurement software/tools (e.g., e-procurement platforms, purchase order/approval workflows)
Experience building or maturing a procurement function, including coaching and developing a team
Procurement experience outside the Philippines is a plus
Experience procuring for network buildouts (fiber, wireless, data center equipment)
Existing relationships with telecom/infrastructure vendors in the Philippines or APAC region
Track record of scaling a procurement function from the ground up, including automation/digitization initiatives and team development
A tech-savvy, "geek" profile with genuine interest in the technology and infrastructure being sourced, not just contract management
