Senior Manager, HR Technology
Location: Pune, India | Reports to: Director of Enterprise Applications and Engineering
Job Summary
The Senior Manager, HR Technology owns the strategy, roadmap, administration, and continuous improvement of OpenGov’s HR technology stack, ensuring the systems and integrations that manage employee data across the employee lifecycle are reliable, compliant, scalable, and aligned to the needs of a global workforce. Based in Pune, India and reporting to the Director of Enterprise Applications and Engineering, this role sets direction for HR technology across the organization and leads a team that includes HR application administrators and a staff-level HR Systems Architect. It partners with stakeholders across the US and India — HR Operations, Payroll, Benefits, Talent Acquisition, Talent Management, HR Business Partners, IT, and Workplace — to maintain, modernize, and streamline the systems that support the full employee lifecycle, from hire to retire and onboarding to offboarding.
The ideal candidate is a seasoned HR technology leader who pairs strategic ownership with deep, hands-on expertise — comfortable setting the HR technology roadmap and standards while staying close enough to the Workday stack and broader application portfolio to guide technical decisions, unblock the team, and ensure quality. This person leads and develops the team, including a staff-level architect and senior individual contributors, and brings domain depth spanning both US and India geographies, ideally complemented by experience with NetSuite or a comparable ERP. The Senior Manager owns the technical relationship with Ashby (ATS), oversees the employee engagement survey platform, owns HR data governance in partnership with IT, and guides integration/systems architecture across the HR ecosystem — including how HRIS data flows into NetSuite/ERP and downstream platforms.
Responsibilities
Leadership, Strategy & People Management
Own the HR technology strategy and multi-year roadmap, aligning system investments and priorities with HR and business objectives and communicating direction to stakeholders and leadership.
Lead, mentor, and grow a team spanning HR application administrators and a staff-level HR Systems Architect — setting priorities, developing technical and functional skills, managing senior individual contributors, and building depth and backup coverage across critical domains.
Provide technical and architectural direction: guide the staff architect and the team on integration architecture, data structures, and design decisions while staying hands-on enough across the Workday stack and broader portfolio to ensure quality and remove blockers.
Manage team intake, capacity, and prioritization across a broad portfolio of projects and day-to-day support, adhering to deadlines and communicating status to stakeholders and leadership.
Own vendor and implementation-partner relationships and contribute to HR technology budget and tooling decisions.
HR Systems Administration & Domain Support
Direct and provide administration, configuration, support, and maintenance across OpenGov’s HR and Payroll systems, including the full Workday suite (Core HCM, Payroll, Benefits, Absence, Time Tracking, Compensation, Recruiting, Talent, Reporting, and Security).
Provide hands-on techno-functional expertise across payroll, benefits, talent management, talent acquisition, onboarding and offboarding, and general HR operations — for both US and India geographies.
Support India- and US-specific processes and regulatory requirements, including localized absence, compensation, and payroll configurations.
Own the technical relationship with Ashby (ATS) — integration health, configuration, and offer workflows — and set strategic direction for the talent acquisition technology stack.
Oversee the employee engagement survey platform (e.g., CultureAmp), including survey launches, configuration, and data management.
Ensure regular audits are performed to maintain proper functioning of system processes and data integrity across HR applications.
Projects & Stakeholder Partnership
Partner with client groups and stakeholders globally to evaluate business needs, shape solutions, and recommend system-based approaches.
Consult with stakeholders to identify system gaps and opportunities addressed through configuration changes, deployment of undeployed functionality, and new feature releases.
Sponsor and lead projects end to end — leading meetings, providing regular updates, managing scope, and adhering to project deadlines.
Oversee development of materials and delivery of system training for end users.
Ensure documentation of functional requirements and system specifications is maintained.
Data, Reporting & Governance
Direct the design, development, and deployment of reports and dashboards to support business initiatives, including Workday report writing and data extracts.
Own HR data governance, partnering with the HR Systems Architect and IT on data structures, security, and downstream data flows (e.g., BI / data-warehouse integrations).
Regularly evaluate HR technology processes and methodologies to identify, recommend, and align them to best practices.
Integrations & Vendor Management
Direct integration architecture and functional support across the HR ecosystem (e.g., ADP, Ashby, engagement survey, SSO/identity, ERP, and downstream data platforms) to ensure successful execution.
Maintain a functional understanding of NetSuite or a comparable ERP and how HRIS data flows into it and downstream systems.
Set integration standards in partnership with the staff HR Systems Architect and manage third-party vendor and implementation-partner relationships.
Compliance & Best Practices
Ensure HR systems and processes support compliance requirements across the US and India, including audits, policy acknowledgements, and mandatory training (e.g., compliance/harassment training platforms).
Stay current on system releases and industry trends and drive adoption of best practices across the team.
Exhibit sound judgment, discretion, and confidentiality in handling sensitive employee data.
Requirements and Preferred Experience
Bachelor’s degree or equivalent experience required.
10+ years of progressive HR technology / HRIS functional and technical experience.
4+ years of direct people-management experience leading a technical or functional team, including experience managing senior individual contributors and/or staff-level architects; this is a senior leadership role, not an entry-level management role.
Demonstrated experience owning HR technology strategy and roadmap for a global organization.
Broad, hands-on domain expertise across multiple HR areas — payroll, benefits, talent management, talent acquisition, onboarding/offboarding, employee engagement, and general HR operations.
Experience supporting HR systems across multiple geographies, ideally including both India and the US.
4+ years of Workday administration/configuration experience with strong depth across the module stack (Absence, Benefits, Compensation, Core HCM, Payroll, Recruiting, Reporting, Security, Talent, Time Tracking) — not limited to one or two specialties.
Proficiency with Workday report writing.
Experience administering an applicant tracking system (Ashby preferred) and an employee engagement survey platform (CultureAmp preferred).
Strong understanding of HR system integration architecture and how HRIS data flows into ERP (NetSuite or comparable) and downstream systems.
Experience with NetSuite or comparable ERP administration a plus.
Demonstrated experience mentoring and growing technical/functional team members — including senior ICs — and building backup coverage across critical domains.
Strong understanding of HR compliance and data governance/privacy considerations across regions.
Excellent problem solving, collaboration, time management, and organization skills.
Familiar with agile methodologies and the Atlassian tech stack (Jira, Confluence).
Ability to communicate clearly through verbal, written, and non-verbal methods to all levels of the organization, including executive stakeholders, and to partner effectively with globally distributed teams.
Detail-oriented leader able to handle multiple projects and priorities.
Workday certifications or training courses/seminars preferred.
Experience using Google Workspace a plus.
